Super brings top-of-the-line ray tracing to the 2080 series with its RT core and Turing architecture, so it can certainly now provide you with impressive results, use it wherever the game exists. However, its overall fps and higher resolution scores, together with the RT core, will provide better results for Ti in the future, when game designers push their vision to use dedicated RT cores for maximum efficiency.
With these GPUs, when it comes to ray tracing, the real question is whether you want impressive results now, but want a limited (super) future, or ultimately future-oriented ray tracing. Get extra money here and now, it may not come back (You).

Between 2080 Super and 2080 Ti, not a particularly incredible value proposition at the moment.
If you want to buy Super, you can use 2070 Super to get almost the same service (although you will lose about 17 times the effective speed), and the cost is much lower.
If you want to buy Ti, then the GPU you bought is already overwhelmed in today's market, and you may need to lower the price to stimulate usage and growth. Unless you have enough cash, at first it feels like the way to go. But if your eyes are frugal, Ti can provide more future protection for your GPU dollars.
